Randy Greehan represents and advises numerous counties, cities and towns principally in land use and zoning matters. Based upon his extensive experience, Randy is called upon to advise localities and lawmakers in high-profile zoning lawsuits as well as matters such as downzonings, proffers and development conditions, and utility extensions. He also handles erroneous tax assessment and condemnation cases for local governments.
Before starting this firm, Randy was a partner and chair of the Land Use Practice Group at Walton & Adams in Reston, Virginia, for six years. Prior to that, he served in the Land Use Section of the Fairfax County Attorney’s Office for 12 years.
Pat Taves advises local governments on land use, planning, zoning, as well as environmental and other local government issues. He has extensive experience litigating land use and zoning cases at the circuit court level and in arguing appellate cases in the land use area before the Supreme Court of Virginia. Pat also presents seminars on land use and zoning topics for the Local Government Attorneys of Virginia (LGA) and other bar groups.
Prior to joining the firm, Pat was most recently a Deputy County Attorney in Fairfax County for eight years. He also served as Senior Assistant County Attorney and Assistant County Attorney in Fairfax County, for a total of 26 years of service in Fairfax County.

Sharon E. Pandak focuses on diverse legal issues facing localities, other public entities, and associations interested in public policy, including land use, public safety, taxation and economic development issues. She litigates in State and Federal court, and handles appeals in the Virginia Supreme Court, Federal Courts of Appeal, and U.S. Supreme Court. Sharon has worked with regional entities, appeared before the General Assembly and regulatory bodies, and worked on congressional legislation. She also presents seminars on local government issues.
Sharon served as County Attorney for Prince William County for 15 years and prior to that as Deputy and Assistant County Attorney. She was also counsel at Sands, Anderson, Marks & Miller, PC.
David Stoner devotes his practice largely to the representation of localities in land use litigation at the trial and appellate level. He has extensive experience with land use and zoning issues, including downzoning, condemnation issues and vested rights. David also advises local governments on development and valuation issues, zoning ordinance map, text amendments and comprehensive plans.
Before starting this firm, David was a partner at Walton & Adams in Reston, Virginia, for five years. Prior to that, he served as an Assistant County Attorney in the Fairfax County Attorney’s Office for 14 years.
